December 2013 Broadcast

Seasons Greetings!

In the spirit of the holiday carol, we're wondering if you hear what we hear? The answer is: soon there'll be more community radio stations on the air!

Need more holiday-inspired tom-foolery? How about these new seasonal favorites: All I Want for Christmas is My Second Adjacent Channel Waiver, It's Beginning to Look a Lot Like Station Building, and Rockin' Around Form 318.

But seriously: The last month has been a flurry of activity - and we don't just mean all the snow we've been receiving here in Philadelphia! As soon as the 2013 Low Power FM (LPFM) window closed, the FCC rapidly began processing applications. This action from the FCC is happening quicker than at any other time in recent memory. This means that some groups may begin building their stations in 2014! Prometheus is prepared to help groups navigate the next few months with information, support and resources. FCC Update

If you are one of the almost 3,000 applicants from last month’s LPFM filing window, the FCC has released a series of public notices that you will find critically informative. The notices split applicants up into two camps: singleton applicants, who are not competing with anyone else for a channel; and mutually exclusive (MX) applicants, whose applications are in conflict with other applicants. Check out these notices for more detailed information:

December 3, 2013
This Public Notice provides information on the processing of singleton and mutually exclusive applications; applicants’ ability to file amendments, settlements, and time-share agreements; opportunities to file petitions to deny; and options to seek the reinstatement of dismissed applications.

December 16, 2013

In this Public Notice, the Media Bureau identifies by group all of the mutually exclusive  applications filed in the recent LPFM window.  Effective today, applicants may also electronically file certain amendments using the Commission’s Consolidated Database System (CDBS).  The Bureau will provide expedited processing for all amendments, settlement requests and time-share agreements filed during the next 60 days to resolve technical conflicts.

Next Steps and Support Services

Maybe you didn't get to file an application for an LPFM license or there wasn't channel availability in your area - you can still participate in this exciting moment for community radio! Visit our site for more information on volunteering with other groups who did file or other media making activities.

If you did file - congratulations! Prometheus has a menu of support services available to applicants, no matter if you're a singleton or in a competitive mutually exclusive group. Please contact our help desk for more information!

Staff Transitions

Join Prometheus in welcoming our new Station Support Director, Allan Gomez! He'll be working closely with groups who are organizing their station building plans. For over a decade, Allan has been active in generating media and radio access as an act of solidarity for communities struggling for social justice particularly throughout Latin America, including his country of origin, Ecuador.
He was a founding member of Chicago-based volunteer group Radios Populares (RaPo), which traveled throughout North and South America to help build community radio stations, present workshops, and provide tech and organizational support to women's health groups, indigenous schools, farmers' movements and teacher's unions among others. His work brought him very close to the Prometheus Radio Project and he ended up taking part in six radio barnraisings with us throughout the US. Prior to his arrival in Philadelphia, he spent two years in a conflict zone in rural Colombia providing logistical support to health training initiatives, facilitating community organizing, as well as coordinating appropriate technology installations in the region.
